Yes, paint on the fertan, one or more coats. Give it a wash and brush up. Overpaint with your choice of finish.

Worst anti-rust treatment I have ever tried. I used it on the keel plate of my Westerly (that's the 3' x 6" mild steel plate that acts as a geet big washer for all 16 keel bolts) and the damn thing was rusty again within a year. Wire brushed it, coat of Finnegan's Number 1 and it gave no problem for another 25 years.

Fertan won't be any good on its own, it needs overcoating with a paint system of some sort.
