Can this ceramic heater be saved? Or is it trash

First off: I know these are not expensive. But I like to try to generate as little trash as I can, so I dont mind tinkering with the malfunctioning stuff I own.

This morning the wheelhouse fan heater suddenly stopped blowing. Investigations proved:
Trip switch OK
Melting fuse OK
Heating elements OK

The fan contact however was not outputing any voltage. Red LED status light also does not recieve anything.

I see there is a condensator in the circuit board. Felt a little burning smell from the fan this morning, and I know those have a limited lifetime. Any chance I could solder on a new one, and get it back up running?

Fan is labeled "Multimarine", but I believe I have seen the same, or very similar models under other brand names as well.

A lot of these direct on mains appliances with no mains transformers use a capacitor dropper to reduce the voltage for the electronics. You could try replacing that capacitor (condenser) with an equivalent part, it may be an X or Y type,
 
While measuring the capacitors I found that the soldering on one of the legs of the little, yellow transformator had become loose. Strapped it in place with some electrican tape, and bam! -Back in buisiness :)
