Can anyone explain this RCD business?

I've tried finding out about the RCD from the DTI website and the RYA website but either I'm being dense (probably) or it's written in jargon. Can anyone direct me to a simple explanation? I'm buying a 1998 Princess 430 via a broker, should this vessel be RCD certified?

Apologies if this has been covered before, I did try a search and came up with some info but not the full answers.

suggest you ring Princess as they should know if this model/year complies (and with which parts) of the RCD. Have the HIN (hull I/d number) when you ring as this helps them pin down the build standard
 
If the hull is dated as completed before the 16th of June 1998 then it doesn't need CE certification. If after this date then it does.

The 2006 bit is for the noise and emission regulations.

Do not know what month your boat was completed or put into service in 1998 in the EEA. If the boat was put into service prior to JUNE 1998 it does not have to comply with the directive.
The RYA do have all the information you need. They will even
sell you their compliance pack for £50!!!
I reckon the earlier sound advise you got from Nick cf ie get
Princess to give you the info. Must be cheaper.
