Can a Honda 2.3 hp 4 stroke be run out of water?

yes, but wouldn't run it too long as I would think that the gearbox derives some cooling effect from the water surrounding it. There again if it's running without being loaded it won't heat up so much.
Only way to find out for sure is to give it a good long blast.

I run mine 3 or 4 times a season on the pushpit, just to flow a little fuel through the jets.

I also run it dry when servicing, once a year.

I dont usually run it very fast, just a quick blip to check prop rotation and clutch engagement.

No problem so far - a habit of 5 seasons.
 
I have Crescent 3.9 which has an air cooled cylinder, but the exhaust manifold and leg are cooled by water circulation. It can be run out of water for a minute or so only. I would check up before running your outboard dry for any length of time. Perhaps check the leg to see if there are any warer inlets?

Yes you can without damage but do not do it for too long as the leg - which is the exhaust outlet - will get a little warm!
 
I'm unsure if a 2.3 is the newer centrifugal clutch type or the constant mesh so,

Some BF2's, pre- centrigual clutch types at least, had two types of assembly.

One which was completely air-cooled and could be run out of water without fear. The other type ( and I found out the hard way that it was one of those which I had) had an air-cooled powerhead but a water-cooled leg which had an impeller, and these should be run in water.
 
Had our 2.3 for 3 years now, we used to always run it dry before putting it in the boot, did used to get a bit warm around the exhaust but never a problem.

We dont bother now as we found it never leaks BUT we always lock off the fuel on/off lever with a tape, a couple of times the engine has shifted about turning on the fuel, not much fun in a hot car in the Summer!
