Looks just like a hour before low water on a Neap just about anywheres in the tidal Thames to me.

But using a boat in Chichester and on the Thames I can assure you it is a little scary gunning out of Chichester when free flow is like that! In fact its not safe when its running out the marina and you want to head the same way!

It is however interesting watching the different type of approaches people make, fast, slow and bottle it as well as more fenders than a boat jumble.

Slow in, power out.
Ive done the "Dog" upstream against 7 knts with both gates open! can be done but not for the novice??
 
Why chance it

I experienced a similar free flow "flow" in St Valerie en Caux some years ago.
A few locals did depart and it certainly looked exciting.
We decided to wait until it had subsided to a more sensible flow rate.
