A sensible conclusion in my view.
Not unusual for regulators to be found to be asleep at the wheel and needing a nudge to wake up.
Yes, there's a risk that electrics will fail and the VHF won't work.
But is that risk any greater than a flare misfiring and injuring the holder?
EPIRBS are also independent of ship's supply and more accurate a guide for the rescue services (better range than a flare too).
A sensible proposal.

Well yes, perhaps - right now I'm at home on the 80mb fibre, so no probs - but when I'm on the boat I'm connecting over a relatively feeble only-just-3g connection, and an unexpected 2MB download would be a bit time-consuming.
