Having paid for the system, the US have always had the option, and right, to control access. What is alarming, although understandable, is the suggestion that other systems may be blocked. There is so much at stake here that I can't see any system being shutdown, unless there is a dire threat to security. In the event of another 911 type hijack it would make sense to close down the type of "high street" nav systems that the terrorists could buy and program ahead of the assault. In my ignorance, I would have thought that setting the sophisticated, on board, inertial nav systems would be beyond their capability.
