what adjustments have you made to the injector pump, could the weights inside have moved /be sticking, a bit more info needed

Engine not stopping can be due to stop solenoid not having electrical power to it, defective solenoid or bad adjustment of the stop rod OR badly adjusted / incorrectly assembled distribution (injector) pump.

Running at full speed can be caused by jammed control rack, bent governor shaft, broken or missing return spring in either of the governors.

Without actually having a look or knowing exactly what work was actually done to the pump and governors it is not possible to say what the actual problem is however it does sound like the governors are not controlling / acting on the pump rack or the injector pump assemblies have been fitted incorrectly.

I suggest the OP either gets a copy of the workshop manual or contacts Bukh UK and talks to either Al or Norman.

I am curious however as to what adjustments were made to the injector pump and was the return spring refitted correctly on refitting the pump?
