Boat Safety Certificate - navigation

Hello, being a complete novice this may come across as common sense etc but i have a few questions regarding boat safety certificate.

the newly purchased boat has navigational lights which are not wired in, we need a bss certificate for the local river tax, but would the boat automatically fail the bss with out having navigation lights as the stretch of river it is moored on i think is not permitted (i think)

Richie, where are you? The beauty of a forum like this is the help you will get in reply to a post but better still is the practical assistance that can be rendered by others who may be moored/live near.

As far as the BSS is concerned, don't lose too much sleep, its not quite like an MOT. Certainly my experience was very good with the examiner looking for ways to help and assist, not just give you a fail and then offer to repair the thing for a large fee. Again another advantage of posting your location, you can get recommendations of examiners in your local area.
