Just found that my 2 new Blakes seacocks require differently sized holes by about1.5 mm, not an easy size to increase. Any ideas on how this is best achieved or should i get someone to do it for me bearing in mind i would need to buy the drill bits etc. Boat currently ashore near Port Solent so any knowledge of good engineers capable of doing this please let me know

stick a piece of ply or other wood over the hole using Sikaflex, Evo stick or whatever, drill a pilot hole centred in the existing hole through the wood /ply you've stuck on. Use a hole saw of the correct size for the new fitting centred using the previously drilled pilot hole.
 
For less than 2mm difference in diameter, I'd go with the file. The sikaflex will easily take up any slight non-circularity.

Not wishing to start a huge thread where everyone names their favourite tool, but for that job I would use a flap sander. I agree that a file or Dremel will do it but the larger diameter of the flap sander makes it easier to maintain roundness.
