Copper sulfate?
Id not expect copper sulfate as it is moderately soluble in water... but it is bright blue.
Copper chloride perhaps more likely than copper sulfate but that's more of a greenish blue and also soluble in water.

I'd have thought more likely to be a basic coper carbonate but again that tends to green or greenish blue depending on exact composition.

A copper compound maybe the best that can be said without analysis.

Scrub it up and if as you say, the base metal is sound then why replace it?
I’d be more inclined to find out where the water causing the corrosion is coming from and sort that out.
It is only surface deposits which can occur in damp environments. Does not necessarily mean a leak of running water.
