They're blaming high winds and heavy rain for the accident, as a result of which apparently the 'brakes' couldn't hold the bridge leaf from coming down and the manager says that with an absolute straight face Methinks there's some serious litigation damage limitation going on here by the city authorities. Bad maintenance or operator 'error' IMHO unless there were hurricane force winds in which case they wouldn't have been towing the boat. A bit of a coincidence that the bridge was due for maintenance a month later
