Biodiesel Concession?

There was a small article in Autocar last week stating that HMC&E had recently made a concession to users of pure plant oil biodiesel allowing them to consume 2500 litres per year free of duty, potentially saving some £1100 per annum
I don't know what the definition of pure plant oil biodiesel is but will this help UK boaters when red diesel goes?

Not sure it's worth all the time and grief to make and shift the stuff to save a grand or so a year, and of course you have to buy the kit.

autotrader ran a similar article and said it was for 100% rape seed fuel and the like I think, said engines would require a small mod to use it reliably will see if I can find it.
