One of my winter jobs is to remove and replace some silicone on the boat which has gone mouldy. It is totally decorative and would be used inside and out. Any recommendations for a product that retains it whiteness with no mould growth.

Mould resistant, non shrink (unlike silicone!) overpaintable, stays white, etc
not cheap but worth it I think
 
Why not email Sika UK and ask if they have a suitable product? I know their Everbuild Tecnic Silicone S50 is mould resistant, but don't know if it's UV resistant.
 
Be careful if you are going over silicone, even the residue as some products react and you get a gooey mess in time. Sika 11FC will cause this effect. Stick to mould resistant silicone.
 
To support what forelle541 has written, silicones can inhibit the curing of many paints and sealants. Some people have experienced non-setting of Sikaflex, remaining soft and sticky for long periods, that may well have been because of previous silicone use. I know of new paint that had to be stripped off for the same reason.
