Best tie/barrier/undercoat for varied surface?

I'm looking for a product to "undercoat" the undersides of my saily boat

Some of the hull is bare gelcoat, but large areas of it still have antifouling

The whole hull was stripped back to the gelcoat a few years ago and I have no wish to to that again

Is there a product that will go onto bare fibreglass and (well sanded) antifouling?

Tie coat? Barrier coat? Undercoat?

Anything you put over antifoul (other than compatible antifoul) will come straight off.
What are you planning to put over the undercoat? That will affect what to use.
 
Primocon is designed specifically for this, among other things. Jotun also do a cheaper equivalent but I can't remember the name. From the Primocon datasheet.

Jotun also do a cheaper equivalent but I can remember the name
Jotun vinyguard . £43 for 5 litres or £24 for 750ml of international primocon.
They both appear to be the same product other than jotun say it can also be used above the waterline.
You would need ṭo sand the bare gelcoat for any coating to have a chance at bonding
