Best Paint For Rusty Steel?

My cockpit seat frame which is tubular steel is very rusty and I need to rub it down and paint it. What is the best stuff for this application. I have gone off Hammerite as it seems to stay relatively soft, Wickes Paint over Rust seems a little better. I do not have the time or inclinationam not inclined to prime and top coat, I just want a quick fix so I can go sailing. So what to use?
 
Scrape loose rust, Fertan or similar, leave a few hours, wash off and dry and a high zinc paint - Galvafroid or similar. Should buy you 6 months to a year.
 
My one experiment with Fertan was disastrous. I have heard good things about POR-15 (POR = "Paint Over Rust") which is an American range available from Frosts (www.frost.co.uk). It's moisture-cured paint with anti-rust additives, apparently. I have used it, but not enough to report either way yet. Note that once it's opened it goes off, so the best way to buy it is in pack of little tins.

I've had good success with Flag paints rust converter on various things, including engine and the fridge compressor. Remove the thick rust flakes (wire brush or wheel), brush on the rust converter paint, then cover with any regular paint of your choosing, spray or brush.
 
My advice would be replace the frame. The only way to get rid of rust is to sand blast it and paint with zinc rich epoxy. If you want to give that a go there are handheld sandblasters. No rust converter works the rust always comes back, as found with our steel boat.
