Best Filler for below the waterline

I am about to install the seacocks on the longbow and there are some small gouges around the holes where I struggled to free up the old ones nothing major but the new seacocks won't be sitting entirely flush. what is the best option for filling these gouges below the waterline.

Epoxy. You can either make your own filler by mixing a filler into resin or buy a small pack from a chandler. Lots of information on websites of Wessex resins (West systems) or Blue Gee.

As Tranona says an epoxy filler

If you happen to have a supply of liquid epoxy resin and an appropriate filler powder you can mix your own. Otherwise use whatever your chandler has to offer.

Milliput is often mentioned.
