best anti corrosion primer for steel boat

I don't know about "best" but what I use on steel is a rust remover gel (very fluid) made by Trimite. It is probably based on phosphoric acid. This changes any rust or scale on the metal to a clean grey or black. Once this stage has been reached it is followed by a rinse with fresh water and then painting with Hempel Galvacoat as soon as the water has dried. This product, locally made, might be available under a different name in other countries. I have never come across any other primer that is so zinc-rich; you can feel the difference in the weight of the can. Once this is thoroughly 'cured' (I usually wait for a couple of days) it needs to be covered with a normal finishing paint, single pack of course.

I've had good results with ameron (PPG) sealer for a base coat. Zinc rich doesn't really help. Lots of coats.

Vactan or Fertan seem to be recommended in the narrowboat world. Just done the bottom of my engine hole with Vactan and it looks well.

It did a good job. It is possible to apply multiple coats in one day.

Galvanising or zinc phosphate if you can’t do galv. Then an electrophoretic dip or if you can’t do it, which will be very hard on a boat, then a high build zinc primer. That was the case 20 years ago. It may have changed now.

Two coats of Zinc rich epoxy and the rust won't come back.

Having tried different rust removers none of them work the rust comes back, the only solution is sand blasting then Zinc rich epoxy.
