If you are going for a flag that is longer in the horizontal than vertical ("landscape"), I would suggest the vertical should be about one fifth of the forestay length.
If the logo fits better in "portrait" mode, then it should be about one third of the forestay length. Also consider the material carefully, as flags with a short horizontal seem to snap and crackle more in the wind, which can be noisy and also frays fast.
 
How large should a forestay 'battle flag' be on a (say 60')' on deck and 78'0" overall) yacht in a regatta?

Not a simple question this.

You have to consider:

Whether the crew are adorned in matching uniforms

Whether said crew are likely to get involved in nocturnal activities that could result in people wanting to find their boat in the morning and "have a word with the owner"

Whether the owner is likely to have been at the vanguard of said activities.

Our lot always got reminded they were still under Conduct & Discipline, even in the apres yot, and some poor s@d, usually the Navigator/Mate(:(:(guess who), had to stay up and count them all back in again afterwards.
