Battery Isolation Switches

So whilst investigating why my Bilge pump float switch was not wired up, traced the float switch direct feed back to the battery side of the isolator switch, via a fuse. So essentially the float switch should always have power regardless of the the status of the main isolation switch's?Is my understanding correct? If so i=now to to ascertain why the float switch end is not actually getting power... will check for continuity.

And now the main point of my query, my isolation panel has 3 switches. Starboard battery Bank/Circuit Breaker/Port Battery Bank. Before I go tracing numerous red cabes, what is the point of the circuit breaker switch. Is it simply a master isolator for the two other switches???

Well yes that is right bilge should have power to switch , circuit is what is says , the isolators are to isolate a breaker is to protect , photos and boat model helps.
