Going in, fair enough, but he is actually leaving in the pic and there's a bloody great notice & arrow on the pile!
Actually, whoever did the sign writing really didn't do a very good job. You can only see the arrow close up. The arrow should be 5 times as big and dominate that sign.

Have to agree there. Kept telling the powers that be during my spell as a Harbour Womble but to no avail! :(
 
Ah...Portsmouth harbour markers. They can confuse even the saltiest of shell-backed sea dogs. I draw your attention, ladies and gentlemen, to P69 of the Shell Channel Pilot, where a certain Mr Cunliffe advises on leaving the red to starboard and heading straight in...despite the big arrow in the picture saying otherwise...
 
I think you will find that Mr Cunliffe is actually referring to the red 4 Bar buoy which, if you are under 20m length, should be left to starboard as you will then be in the Small Boat Channel.
 
No it isn't...he's pointing straight at the Spinnaker Tower!

I quote...

The picture is a little confusing for those that don't know the area. The photograph is pointing towards Haslar Marina (about 45 degrees to the channel.)
The exit from the harbour is to the left of the picture. The yacht in the foreground is clearly heading out and not 'crossing' to Gunwharfs. The yacht in the background is heading in towards Haslar marina.
You see people going the wrong side of the Ballast pole all the time. and then start cursing at you if you are coming into the harbour on the correct side.
 
Not unless they have moved the Spinnaker Tower onto the top of Spitbank Fort! Errm, have you actually been to Portsmouth?

I hate to say this but that book is wrong.
Entering the harbour via the inner swashway - leave the read beacon to port not starboard.

Going back to the photo in the original post.
It also looks like the offending boat is sailing out and not using its engine. (No smoke visible in the photo from the exhaust.)
All vessels fitted with an engine are required to use the engine between the Ballast Pole and number 4 PHM.

Ah, you define "that" picture as the one posted at the start of this thread, I thought you were referring to the one I referenced as P69 of the SCP, where Tom's boat is pointed at the Spinnaker Tower (visible in shot). Gotcha now.

Re engine smoke, I reckon it's running, otherwise he's doing a very good job of going dead upwind. Wake looks a bit "propellor" like too. Not all engines smoke you know, and some spurt water every so often rather than it being a stream...
