The expanding rubber section may have "welded" itself to the surrounding material. If that has happened, you may well have to destroy the bung to get it out, then clean up the rubber bits afterwards.

IIRC the rubber is a natural rubber which tends to decompose after time and exposure to nasty things like oily bilge water and sunshine. There might be nitrile or pvc replacements.
