If there is a specific section you are looking for in the past number, you may be able to get a copy from the publishers, as I did on for their boat test on my boat class.

You could try NMMC in Falmouth - I think they have a pretty full set but your friend would probably have to go to Falmouth, i doubt they'd lend.
