Do I need a power lead connected to a car battery sitting on the dining room table to use my V7 for planning purposes at home ?

You have to supply power to it in some way.

I thought it was possible to have the charts on a tablet, do your planning on that, then upload to the plotter?

You can use a plug-in 12v DC power supply. Usually come with connector on lead. Probably need one rated to 2A.
