That's the Team GBR "Officials and Dignitaries" boat, isn't it? The man up the mast is the navigator, looking for Weymouth - after too much Vermouth

Counting 15 of them and there'll probably be more waiting in the lower decks

Although they appear to have only one fender - it is a big one. Not the most streamline craft ever seen but it appears to carry a lot of crew. Are those felt sails?
