They RNLI will not be affected and will be exempt as they have charity status.

I believe sailing clubs can apply to have the duty on their fuel for their safety boats refunded. This applies to petrol as well. I should imagine the the RNLI would fall into this category.
However, as you know, I was Commodore of a big inland sailing club and the duty refund didnt apply to inland clubs. So many irregularities here dont you think.

Don't worry about the RNLI, there will be so few boats about to rescue that they will hardly burn any fuel!
