got a Bowman built Starlight and after 22 years odd bits of varnished woodwork need re- doing as you might expect. The problem is that the varnish used by Bowman seems to be impervious to paint stripper so its an absolute cow to get off.

any idea what it is and how to remove it?

Bahco scrapper with rounded edges so you don't leave gouge marks.

That suggests that it might be a polyurethane !
