What's the best time to antifoul please-immediately when the boat comes out of the lake for Winter hard standing or just prior to reslipping into the water next spring?

Definitely not now! Most makes of anti-foul have a maximum time allowed before immersion, some months others only hours or days. Check on the tin for details.

The best time to clean the hull is when you lift out, the growth is easier to remove when wet and fresh, it tends to bake on and go hard if left only a day or two; a high pressure cleaner makes light work of this unpleasant task. Applying new antifouling is best done just before you put her back in, (see the instructions on the can) that was the active ingredients have not leached out due to weathering or prolonged exposure to the air.
