Do not be put off of by some of the people in these forums.
In my professional opinion I think you should try and find out what antifouling was used last time the boat was painted, then look to see whether it really worked this season - if it has stick with it, if not try and see what others are using on boats near to your on their moorings.
Next job will be to prepare/inspect below the water line - you will almost certainly need to have the boat power/jet hosed off (scrubbed) to remove weed/slime etc.
Then make a good all over inspection of the paint work and the general fairness of the paint job, now assuming your boat is GRP and it all looks ok, really all you need to do is to get a 10 cm Anza felt roller, your antifouling and put 1 coat all over the hull below the waterline, one 1 foot strip around the water line and all the leading edges, then one coat over the whole area again.
You do not mention what kind of boat it is that you own, but if you want performance you will probably need to wet n' dry the old stuff back a bit to fair it all off, and you might need to mix up some epoxy with micro balloons to fill any chips, dings etc in the paint work.
Please feel free to drop me a line if you need any more advice, I antifoul something in the region of 50-70 boats per year and feel reasonably qualified to talk about the messy and back breaking job that is "antifouling".
