Antifouling for steel hulls

The hull shows no signs of rust due to perfect preparation when first painted. I do not want to disturb this situation. Do I need to remove the existing antifouling or can/should I apply it over the existing stuff?

some you can, some you can't, we don't know what you have on now...

even if your next chosen antifouling is incompatible with what you have now, you can still use a barrier coat so that you dont have to remove the existing paint.
