Antifoul on propellor

What is the best (easiest) way to remove 4-5 layers of antifoul form a propellor?

soak in salt water for 3 or 4 years. wear off with frequent use.

Paint stripper - sold in most chandlers. Mucky but effective, especially used with wire wool (wear rubberised gloves and goggles).

What about a dremel flap wheel?

a grinder with a wire brush wheel, about £10 for the wheel from b&q, the 90deg one is better than the one that spreads out at 180deg.

Doesn't that damage the prop?

remember you are dealing with a very toxic material. you dont want to inhale . I would use paint stripper as recommended.

100 grade wet and dry used wet followed by finer grades
Its still hard work but you get a lovely finish in the end

If you use a cable twist wire wheel you'll find it doesn't damage the metal. strange but true.

Is it more toxic then 40 Benson & Hedges per day and having an office in an asbestos building (thanks NHS, obviously not a PFI) if not, then I'll take a chance!

Make sure you get a stainless steel one NOT a ordinary carbon steel one. Better still use paint stripper to remove the morst of the paint then polish the prop with wet-n-dry to remove the last bits of the paint.
