I am considering having several coats, about 7 or 8, of anti-foul taken off. If I have it blasted, what is the best option on starting to coat/paint? Primocon, a gel shield product of something else?

Unless you're going to give it time to dry out, I doubt whether an epoxy system is worth considering. Are you happy to stay a "bit osmotic" in which case I'd suggest just apply antifoul to specs after you've had the blast.
Will definately need a primer/undercoat prior to antifoul. If it was me I would pick the brand of antifoul and then check with the manufacturer as to which product they have and recommend prior. Crossing between manufacturers and using different products is not usually a problem but it is common sense (for me) to use the same manufacturer on both coatings.
