Another Mercury Optimax (cooling) question

On the boat I intend to buy. There is water coming out at two unusual (I think) places.
Two little pin holes where hot water comes out and one where cold water comes out (whilst flushing).
See picture attached. Is this normal? Cant see any evidence in the service manuals :-(.
