Another alternative to hand-held distress flares?

The strobe is a Firefly military model. The outer olive green sleeve slides upwards and as it does so a filter flips into place over the light. This blocks most of the visible light leaving the remaining UV and infrared light to act as a locating signal to those equipped with the right sort of night vision gear. With the slide up, it's quite directional so needs to be pointed at the aircraft/boat coming towards you, which means you need to know where the aircraft is coming from. It's use is aimed at the recovery of personnel in a somewhat hostile area, hence the filter to remove most of the visible light. Without the filter in place, it is commonly used as a night marker for routes or landing zones, using the blue flip over filter if required.

ACR makes the strobe and also supplies them without the filter as a position marking strobe.

They are a useful addition to a life jacket as a personal marker but they do not have the range or brightness to replace pyrotechnics.
