Can a partially eroded shaft anode be reused if the boat has been laid up ashore over the winter?

yes as long sufficient left 4 the nxt season

I have found that they come loose once they start to erode and can rattle or drop off once the bolts run out of meat on the anode. If that looks likely then I'd replace it.

If in doubt add a second anode.
The older one will eventually waste away and drop off leaving the newer anode to last to the end of the season.
