Anode backing pad?

If I understand it correctly on certain types of hulls the foam pads prevent damage caused by localised overprotection of the anodes.
On wooden hulled boats the pads help reduce the risk of severe alkali attack which can occur on the wood right next to the anode.
On steel hulls they reduce the risk of cathodic disbondment ( visable as blistering paint over clean metal).
I'm not sure if there is a chemical reason for their use on GRP or not.
I've read about these problems but not seen them in real life, although I have seen a wooden hull inside where it had suffered what I think was alkali attack where the owner had renewed the bolts holding his bronze A-frame with stainless steel bolts instead of bronze. The wood around the area was badly affected.
