Basically I need to know if there is an alternative to having a boat out of the water just to replace anodes? or is there a device that can tell me what stage my are at.

I bought my steel boat last year and it was out of the water for transport reasons , the anodes were at that point 95% good.

A swim is the only was to see the condition underwater, or if your a little creative a waterproof camera on a stick ! They can be changed whilst afloat with a diver ?

In the UK, basically not really.
An annual haul should really be included in your budget and diary, especially with a steel boat.
Just because the anodes lasted last year is no guide and the A/F will need a jet wash if not recoating anyway.
.....and if your boat is not starting to slow down towards the end of the season, its probably not in the water.
If anodes look virtually new and likely to last another 12 months , they are not working.
Sending down a diver for him to tell you your anodes might last merely adds to cost. ?
