Those who sail without an Amateur Seaman's Certificate will be fined a penalty of 2,500 Lira (£700) in Turkey, IBI Magazine reports.

New regulations for private boats and yachtsmen in Turkey have been published in the Turkish Official Journal.

The same penalty will be issued to those who do have an Amateur Seaman's Certificate but are sailing for commercial purposes.

Turkish citizens wanting to obtain the certificate have to complete an online learning program and pass an online exam provided by the state.

The state can authorise some institutes or organisations to give training for this exam or to organise the exams themselves.

The exam includes at least 50 questions about sailing, meteorology, safety, technical issues, marine communication, marine law and international regulations.

Probably. I have been sailing here for years and have never been asked event to show an ICC. I suspect that this is for Turkish flagged boats, and I doubt that the exam has even been translated out of Turkish.

Thanks, presumed that was the case! I was sailing there 2 weeks ago :)

Probably not! Did they even think about it? I know that Turkey is very good at introducing rules and thinking about the consequences afterwards (witness the Blue Card and the time it has taken to implement) but think what requiring every skipper to have passed an exam would do to the very valuable charter business and the tourism it brings.

A friend of ours was asked to show his qualifications in Marmaris a week or two ago. An ICC was acceptable. He hasn't got one, or Day Skipper, and is having to sort it out. The easiest plan seems to be a one day assessment for ICC.

I have never heard of an Amateur Seaman's Certificate, I presume that that is not the ICC. It sounds like they are stopping people who do not have commercial endorsements operating as commercial skippers, if that is the case, quite right.

So why does not Yachting Monthly state the correct facts & not headline grabbing print. Old Harry would be turning in his grave over such poor standards

Our friend was stopped. He is not a commercial skipper. Just an ordinary cruiser who has kept his boat in Turkey for many years. He was certainly not asked for the Turkish qualification. He was asked for a certificate of competence of some kind. I do not know the exact circumstances but believe it was when renewing his transit log.

As usual out here it depends on who you see, but, you should have a boat driving licence to get a cruising log. The ICC is acceptable - strange but true. We have been asked to show it when renewing the log AND in Datcha Fethiye and Kas by "officials". The Turks call it a boat driving licence they get a bit upset with those who cannot produce one - should they ask.

For the first time I am renewing my Transit Log in Fethiye, and was asked for my licence! an ICC is OK, and I have one. Its probably the last time I will renew in Fethiye because the cost is TRL395, (about €140, or £115) against 80 or 85 euros last year in Kas!

Wow that was expensive - we checked in at Gulluk this week and paid a total of 145TL - no agent required. We weren't asked for ICC either.

Some one some where along the line ripped you off . probably an agent. but never mind lovely sailing round there.
