Amperage on Bilge Alarm

I have a Rule Bilge Alarm that I'm going to install (one of these days). It requires a 1 amp fuse in the positive wire. The Float switch and the packaging is labelled 20 amp 12v DC. What is the meaning of this 20A when any current greater than 1 amp will blow the fuse?

The float switch is capable of switching 20A at 12v, for example if it's controlling a pump. But just activating an alarm will involve a much lower current, hence the 1A fuse in the alarm wiring.
