I have gebo port frames which are painted (?powder coated)aluminium. The paint on the frames is bubbling and flaking but the actual ports are watertight and very sound. I just need to improve their cosmetic appearance. How best to remove the paint before priming and repainting

Doing them in place is unlikely to be satisfactory. You need to rub them down to sound base, etch prime the bare aluminium and paint. Fiddly and difficult to get good even finish.

Best is to take them out have them blasted clean and powder coated.

+1 on getting them blasted.

I had a couple done for a freind several years ago by the paint technology department where i worked at the time.

blasted with a soft grit so as not to remove sound metal, etch primed and then painted with chlorinated rubber.

Nice job done under laboratory conditions .

I don't know why he used chlorinated rubber rather than an epoxy.
It may just have depended on what was in the lab for testing at the time but they usually had a good selection of samples that could be used for small jobs like this. Not my place to question one of the paint technologists when he was doing me a favour!

Must have been over 20 years ago .. I must look to see how well they have lasted
