Why not get an ICC?
Why don't you apply to do the International Certificate of Competence test? That will give you a piece of paper acceptable for chartering anywhere in Europe.
It covers basic nav, ROR, etc. plus you have to leave a quay, do various manoevres such as 360 turn in tight place, MOB etc. and sail a triangular course.
Contact the RYA for centres that can test you.
