Adjusting lowest setting for hob burner

One of the burners on my Spinflo Nelson cooker seems to go out when turned to the lowest setting. This is in comparison to the other one, which will stay alight even when fully turned down.

I've done the usual clean of the grate, and have tried clearing the gas outlet with a pin - there's no obvious restriction of flow when it's running.

Is there something that can be adjusted somewhere to change how low the gas flow is adjusted at the minimum heat position?

Do you mean the jet? You are headed in the right direction - there is presumably some restriction in the gas flow upstream of the jet. The obvious thing is to remove the jet and blow through the pipework. Possibly replace the jet or swap it with the good one?
 
In our cooker the thermocouple of one of the burners started being "sluggish": i.e. it took a long time to heat up enough to keep the flow going and tripped the gas into "off" at low settings. I replaced the thermocouple with a new one and it is all back to full function.

Could that be the problem?

Note: I have no idea how or why a thermocouple should stop working properly. If anyone has any ideas, let me know

I'd look for an adjustment screw similar to the ones on my domestic gas hob. Pull the knob off and look for an adjustment screw .

Some have an adjusting screw accessible with a small screw driver down through the middle of the valve spindle ( counter hold the spindle with pliers while adjusting the screw)

I cannot see anything mentioned in the manual for your cooker .
