Not sure what's available for the solid these days, nothing as good as the old trichloroethylene based Airfix cement thats for sure. Personally i've got some trichloroethylene. Chloroform also works well, as it does for Perspex.
PVA glue is the stuff for expanded PS such as Styrofoam. Use the waterproof wood glue if you want to make it water resistant. I quess the polyurethane adhesives will work well too but dont use anything solvent based ... expanded PS just disappears!

Try the 3M website they seem to be able to stick anything. I've just bought some adhesive to stick inspection hatches to a Polyethlyne diesel tank.

PVA is the thing to use. Used to build model aeroplanes from polystyrene. Always used PVA
