Adhesive for sticking down bilge pump

My existing bilge pump has bust - the delivery spigot broke off. It is now removed having been glued (Sika'd?) to the bilge floor.
Question is how should I fix the new one? and how do I remove the bed of old adhesive that it was stuck to? On reflection I don't think it was Sika because it is off-white and very hard.
 
The bilge pump body will probably be polyethylene which is not easy to glue satisfactorily. Why not screw it to a thin piece of wood and epoxy this to the bilge floor. If the old adhesive is very hard just grind it off.

The installation instructions for my Johnson pump recommended exactly this - bolt pump base to piece of marine plywood, then stick down; I used epoxy paste.

I did worry about the plywood, which, with the incorporated level sensor/switch being in the pump, would be in a little standing water some of the time (I have a deep bilge sump), so I soaked the wood well in preservative and allowed to dry before installing.
 
For the simplest fixing with the pump base as low as possible why not locate a couple of short fat screws either side of the housing and make fast by installing a thick cable tie over it.

Don't be too aggressive with the old sealant - a blunt screwdriver and a gentle tap should remove most of it.
