Just spotted the following on Canal World site -

Probably won't affect anyone on here as most folk only stay a night or two, but id does indicate that councils and owners of moorings are tightening up their policies to deter unreasonable use of their moorings.
To my mind the Thames is becoming less pleasant to use year by year - reduced lock keeper service and fewer places to moor. In particular the effective closing of the Tesco moorings is a complete pain. It was the best location for a serious provisioning stop on the whole river.

If councils have to fund enforcement officers, it won't be long before you have to pay to stop and shop. No different, perhaps than parking your car to shop - except the probable price.
