If you are talking about offshore no fishing zones, then the British government has no power over the EU. Heath gave that away a long time ago and there is no way you are going have the Spanish voluntarily observing no fishing zones.
no fish zones have to be policed. However, they do work, cause these zones eventually get bottom weed growth,and that provides somewhere for the baby fish to hide from the larger predators allowing more to grow into larger fish. Unfortunately, 1 rogue trawler can undo a decade of re-growth.
This works well in Australia, but there would need to be more resources into fish protection.
you're right, the only havens that the UK would have juresdiction over would be inshore waters. And as a fair amount of the stock breed inshore not a bad idea.
The way I understand it, the No Take zones only need to be a couple of square miles, but could have the effect of re-stocking the areas out side them.
Of course, knowing the way our government works, they lose control, make whole swathes of coast No Fishing and them start issuing licences.......etc,etc.
