A daft question?

How do you steer with shaft drive boats? I was looking at the costs in servicing legs and wondered if a shaft drive would be an option for my next boat, but I don't know how they steer with fixed shafts, is there a rudder?

As I understand it Raggies steer by putting those white sheets to the left to turn right and then the other to turn left.
