2stroke vs 4

I think 2 strokes will stop being available here in 2010 due to European law but all the parts will still be available as they will still be sold in the rest of the world.

No! 4 strokes are quieter with the exception of the Honda 2-2.3hp which is noisier than usual cos it's air cooled. Other 4 strokes are watercooled and are normally intrinsically quieter than 2 strokes which are also watercooled. BUT 4 strokes are normally heavier than equivalent hp 2 strokes - again with the exception of the Honda 2-2.3hp which is lighter cos it's aircooled. OK Now /forums/images/icons/crazy.gif
Actually IMOH this engine isn't powerful enough for you in any case. I'd go for a 3.5-4hp 2 stroke if you're going to be humping it on and off the dinghy a lot. If that is not a problem then a 5-8 hp will give you more fun, either 2 or 4 stroke. The latter is likely to be quieter, more economical - but neither types will be using a lot of fuel - and heavier.
Think we're back to where we started - your choice will depend on what your priorities are. Can't you cadge a lift with others to see what they are using ? That may give you a better idea of what might suit you.
