Two strokes tend to have better acceleration than 4 strokes, all other things being equal, which is why they are perhaps more popular for sports boats.
But much will depend upon how well the two engines you mention are matched, particularly in terms of propeller specs, to the boats they are used on.
IIRC the Honda has a very small pitch prop. That may give it a high static thrust and make it more of a mini barge pusher than the Merc.
