1997 Johnson 4.0HP outboard not running right

Hi thank you for reading I'm very new to this both posting and owning an outboard, I've got a Johnson outboard motor sold new in 1997 model number is BJ4 BREDS
It's a very clean motor but I was told she wouldn't tick over properly from the person I got her from.
I've cleaned out the fuel tank and the line to the fuel filter I checked the plugs and one was covered in carbon I cleaned the plugs and she did start but kept on cutting out. I put new plugs in and she does start ok but seems to get "bogged down" it's a constant battle between revs and choke, any ideas?

As above. Pay close attention to needle and seat - clean, is not scored and fully seals and then check float height. Another weak area is the cut off switch in the tiller handle. Check for electrical continuity, no shorting and the button releases fully. Sounds to me like there may be "white powder" corrosion or gummed up carbs from not being stored properly.

I wonder if he will ever come back? I bought a Johnson 4.5 2 Stoke that was doing the same thing. The problem was the mixture screw adjusted to one limited. 30 mins of trial and error solved it and it has never missed a beat. Best £125 I have spent in a long time. Guy I bought it from didn't have much of a clue with 2 strokes. My misspent youth finally paid off.
